1) Fill the layer with black (#000000). Make a new fill layer by going to layer> new fill layer> solid color and insert the colors #0054ff.

2) Make another filled with black (#000000) then go to filter>noise>add noise. Change the amount 12.5 and under the distribution make sure Uniform and Monochromatic is checked off. Change the layer opacity to 40% and keep the blending layer to 'Normal'.

3) Make a new layer with the same colors of #0054ff and change the opacity to 25% and keep the blending layer to 'Normal'. You are going to use these brushes The brush color should be white (#ffffff). Place the brushes where ever you want, but make them close together like a dust of nebula clouds.

4) Duplicate your clouds layer and go to filter>blur>gaussian blur. Set the radius to 20. Change the layer blending mode to 'Screen' and the opacity to 20%. Make a new fill layer with the colors #f0ff00 and changer the blending mode to 'Soft light' at 30% opacity.

6) Go back and get the cloud layer that was blurred. Duplicate it and put it above the coloring. Set the blending mode to 'Screen' and the opacity to 15%. Duplicate the layer again, but this time change the blending mode to 'Soft Light' and opacity to 25%.

Change the layer opacity to 65%

Make a gradient fill layer:
Point 1: Location 0% color: #c1fa20
Point 2: Location 50% color: #e8ff61
Point 3: Location 100% color: ffe84b
Once you have your gradient made make sure the style is Linear and the angle is 90 degrees
(Note: You can make your own gradient, but just make sure it is 3 colors only.)
Change the layer blending mode to 'Color' at 45% opacity.

Selective color
Whites: 0, 0, 0, 100
Neutrals: 0, 0, 0, 4
Black: 0, 0, 0, 22

Curves
Channel: RGB
Point 1: Output: 186; Input: 161

Change the layer opacity to 12%

8) Duplicate the blurred opacity and put it on top of all the layers. Change the blending mode to 'Screen' and the opacity to 5%.

9) Make a new layer and Pick out one of the cloud brushes and place them around the edges. Make sure the brush color is black (#000000). Change the blending mode to 'Soft light' and opacity to 52%. Double click the layer and when the 'Layer Style' opens up go to 'Gradient Overlay' and make a new gradient:
Point 1: Location 0% color #39b54b
Point 2: Location 100% color # 00adef
Change the gradient blend mode to 'Overlay'

10) Duplicate the blurred cloud brush layer again and put it on the top. Set the blending mode to 'Soft Light' and opacity 29%.

Once again make sure the point above point two has the opacity of 0%. Set the layer blend mode to 'Soft Light' and opacity 50%.

Make a new gradient fill layer:

Change the layer blending more to 'Soft Light' and opacity to 20%.

13) With the pen tool make lines all over the document. Make sure the brush size 1px and the blending mode to 'Soft Light'. Make a new layer and use this brush, the brush is big. Only put it on the layer once and go to filter> blur> guassian blur. Set the radius to 1.0 pixels. Change the blending mode to 'Soft Light'.

14) Place these brushes one the document and make sure it covers the whole the document. Change the blending mode to 'Overlay'

15) Make a new layer and fill it with black (#00000). Go to filter>noise>add noise. Change the amount to 15% and Uniform and Monochromatic should be checked off. Go to Image> adjustment>brightness/contrast:
Brightness: 60
Contrast: 100
Set the blending mode to 'Screen'.


16) Make another layer and fill it with black. Go to filter>noise>add. Change the amount to 15% and Uniform and Monochromatic should be check off. Duplicate that layer and resize it to 200 pixels for width and height. Merge the layers by clicking CTRL+E. Go to image> adjustment> brightness/contrast:
Brightness: 100
Contrast: 100
Set the blending mode to 'Screen'.
